Richard joined 9 Park Place in April 2012 from Temple Chambers where he had been head of the Family Practice Group since 2011 and Head of the Pupillage Committee since 2004. Recorder 2016. Appointed to the Western Circuit to deal with Family matters.

Specialising in children work since 1999 with a particular emphasis on public law, he is regularly instructed in the Family Court and High Court and also in the Court of Appeal by local authorities, parents and other family members and Children’s Guardians.

The Legal 500 2021 recommends Richard as a Leading Junior in Child Law (Public and Private). They comment "He is an excellent and skilled advocate whose thorough preparation and unflappable manner earns the trust of all clients, including those who are facing extremely serious allegations and are very vulnerable."

Previous editions had reported that "recent cases include non-accidental injuries and fictitous illness," and that "it is obvious that clients have confidence in him." 

Chambers UK 2018 reports that he is "A senior practitioner, quiet and measured in his approach, the quality of whose work is excellent." Previous editions confirmed that "he is extremely experienced and someone I would trust and rely upon" and that he is "very good at dealing with clients in very difficult situations

In addition Richard was appointed as Legal Adviser to the Care Council of Wales between 2006 and 2012 and as a Legal Assessor to the Nursing and Midwifery Council from 2011 to date. He has been a Pupil supervisor from 2000 to date and is a member of the Wales and Chester Circuit and the Family Law Bar Association.

Originally from Tonteg, Pontypridd and attended Bryn Celynnog Comprehensive School and read law at the University of Glamorgan. Completed the Bar Finals Course at the Inns of Court School of Law in 1991.
