Winston Roddick Q.C. returns to practice at 9 Park Place

We are delighted to announce that Winston Roddick Q.C. has returned to 9 Park Place, the chambers of which he was a member prior to his becoming North Wales' first Police and Crime Commissioner. 

Winston took silk in 1986 and has practiced in a number of civil law fields including public inquiries, Town and Country Planning, arbitration, judicial review, landlord and tenant, local government and negligence. He is also a very experienced criminal advocate and has prosecuted and defended in a number of high profile cases. He is a fluent Welsh speaker and has undertaken a number of cases in Welsh. He is a former recorder of the crown court, the first Honorary Recorder of Caernarfon and in 1998 he was appointed Counsel General to the National Assembly for Wales, the most senior legal adviser to the Welsh Assembly and the first to hold that position. In 2003, in recognition of his service as Counsel General, he was made a companion of the order of the bath (CB). He was Leader of the Wales and Chester Circuit from 2007 to 2010.

Some of Winston’s most recent cases include acting for the successful applicant for judicial review of a County Council’s decision on the grounds that that the decision maker was biased and acting for a County Council on its petition to the National Assembly for Wales under the Special Assembly Procedure. He also handled the prosecution of Terry Andrews for the murder of Bethan Callaghan.

As police and crime commissioner, Winston was responsible for setting priorities for North Wales Police, overseeing its budget and for appointing the chief constable.  During his term of office, which ended in May 2016, he became the first independent chair of the Association of Police and Crime Commissioners, the first chair of the Police Reform and Transformation Board, introduced legally qualified chairs to chair police disciplinary hearings in the police forces of Wales, set up the first victim help centre for victims of domestic and sexual abuse and victims of crime generally and established a rural crime team which won international acclaim. He can now add to his long list of experiences a strong understanding of the governance of police forces.
